The Headwaters Area, comprised of three zones along an approximately one-mile stretch of the LA River in the West San Fernando Valley, City of Los Angeles, is identified as a Major Project Zone in the LA River Master Plan. The concept phase is comprised of three parallel threads; engagement, data-driven needs, and technical feasibility. The Headwaters Area Project Concept team has been focused on braiding these threads together in order to synthesize what is desired, what is needed, and what is possible into project opportunities at the Headwaters Area. This report responds to the hydraulic challenges regarding the current estimated flood conveyance capacity, as well as very high water quality and parks and open space needs in the surrounding communities.
